Issue: Roosters in residential areas

Current

The current local law contains no specific provisions to enable management of roosters, although most of our neighbouring councils have them in place.

Proposed

Revising the existing clause to prohibit the keeping of roosters on land, unless:

  • A permit is obtained from council, or
  • Keeping a rooster is allowed under the Planning Scheme.
Rationale

Complaints about roosters in residential areas have been an increasing problem in recent years. The noise from early morning crowing is a particular concern.

The new clause will enable us to more effectively control the keeping of roosters in residential areas, thereby improving amenity for residents.

We have chosen a method that will still allow the keeping of roosters in circumstances where we can be satisfied that there will be no detrimental impact on neighbourhood amenity. This is a different approach to most neighbouring councils that have simply prohibited the keeping of roosters altogether in residential areas.
