Issue: Shipping containers

Current

Our current local law contains no provisions relating to the placement of shipping containers on roads and related areas, or within residential properties.

Proposed

Adding a new clause, that requires people to obtain a permit before placing a shipping container on council land, roads and related areas.

A permit will also be required to store a container on residential land. Use/storage of shipping containers on commercial/industrial land will continue to be dealt with under Council’s Planning Scheme provisions.

Rationale

As the municipality’s population grows and businesses recover from the pandemic of 2020-2022, pressure for access to on-street parking is increasing in many areas.

When people place containers on residential land, they often place them in locations that would normally be used for vehicle parking, potentially increasing pressure for on-street parking. Regulating storage of containers on residential land will therefore help to reduce pressure for on-street parking, as well as protecting local amenity.

It will also contribute to improved road safety as containers on roads will need to comply with relevant safety standards.
