Hobsons Bay City Council (HBCC) looks after a road network that stretches across 442 kilometres. This includes everything from road surfaces and bridges to footpaths, drainage systems, and traffic signs. The Draft Road Management Plan 2025 outlines how we maintain and improve this network; covering the standards, strategies, and systems that help keep our roads safe, accessible, and in good condition.

Please review the Draft Road Management Plan 2025 before sharing your feedback in the form below. The draft plan is available for public feedback between 29 October and 26 November 2025. After that, we’ll present the updated plan to Council for final approval.

A Road Management Plan (RMP) is a document that helps Council meet its legal responsibilities under the Road Management Act 2004. It outlines how we look after our roads, including how often we inspect them, how quickly we fix issues, and the systems we use to manage them safely and responsibly.

The plan covers things like road surfaces, kerb and channel, and footpaths within the road reserve. It also guides how we maintain and operate our local roads.

Council’s current RMP was adopted in 2021. As required by legislation, it must be reviewed alongside the Council Plan. That’s why we’ve prepared the Draft RMP 2025, to update the plan and make sure it reflects current needs and resources.

To develop the Draft RMP 2025, Council worked closely with the teams who manage and deliver our road services. Through this collaboration, we’ve made some important updates, like adjusting how quickly we respond to issues and refining the standards we use. We’ve also included advice from our insurance provider, clarified who’s responsible for boundary roads and driveways, improved how we assess critical areas, updated emergency response guidelines, and added a glossary and relevant legislation. These changes help make the plan clearer, more up-to-date, and better aligned with the resources we have.
