Parklet Expression of Interest

• What is a parklet?
• • A parklet is a footpath extension that provides more space for a different use
  • Usually parklets are installed on parking lanes and use several parking spaces. Parklets typically extend out from the footpath at the level of the footpath to the width of the adjacent parking space.
• Who should complete the Parklet Expression of Interest Form (EOI)?

• Any business who intends to retain and install a parklet post 1 September 2023 must complete this EOI form.

• How will Council assess the EOI responses?

• Council will assess the EOI responses on a precinct-by-precinct basis taking into account key principles including:

  • pedestrian safety (e.g. speed limit, intersection proximity, access, and visibility)
  • transport network efficiency and impact (including precinct parking provision)
  • demand, access/layout of parking bays, precinct traffic access, bike lanes, and public transport)
  • urban design and amenity of the business precinct
• If I submit an EOI form, does this mean I am guaranteed to receive a Parklet Permit?

• No. The EOI form will be used to assess demand for parklets across council. A more detailed Parklet Application process will be required for appropriate sites identified via the EOI process.

• What are the key timeframes?
• • 10 July – 31 August 202
    • EOI application open.
  • 1 September 2023
    • Removal of all parklets who DO NOT lodge an EOI form.
    • Businesses who lodge an EOI form pay applicable parklet fees and retain parklet infrastructure.
  • September – November 2023
    • Council to assess EOI applications.
  • November 2023 – January 2024
    • Successful EOI applicants process with Parklet Permit application process
  • February 2024 – July 2024
    • Successful applicants implement new parklets as per Parklet Guidelines and Parklet Permit condition
• What Council fees will I need to pay?

  Parklet Fixed Area Fee	$125 per square meter	Annual	From 1 September 2023 businesses retaining their parklet must pay $125 per square meter that the parklet occupies. Note: The exact size of car parking bays differs but on average they range from 12-14 square meters (between $1,500 to $1,750). This fee is an annual flat fee and is inclusive of all furniture or infrastructure used in the space. For example, businesses would not be required to submit a Footpath Trading Permit for furniture used within the parklet area Businesses WILL be required to pay Footpath Trading Fees for any moveable items placed on the footpath.
  Parklet Permit application fee (one of)	$500	one-off (non-refundable)	If successful in the EOI process, businesses would need to submit an official parklet permit application and pay a non-refundable application fee to cover processing costs
  Make Good Bond	$1,000	one off; refundable at termination of permit	A Bond will be retained for ‘make good’ requirements after the permit finishes.

• What other costs should I anticipate?

• With the transition from temporary infrastructure to a permanent model where businesses can choose the infrastructure they install the costs would vary widely depending on the level of finish and complexity to build but some costs would include:

  • Design of the parklet
  • Parklet material and construction
  • On going cleansing and maintenance
  • Public liability insurance

• What information must I supply if successful in the EOI process?

• If the EOI is approved, applicants must:

  • pay all associated fees from 1 September 2023
  • provide proof of relevant public liability insurance
  • obtain signed letters of support from nearby residents, neighbouring tenants, and the property owner of a parklet host site (if not an applicant)
  • provide a drawn site plan that clearly shows the proposed parklet area, furniture items and nearby road/footpath assets
  • provide a detailed design of the outdoor parklet from a structural engineer or parklet vendor
  • Pay for the installation and maintenance of parklet infrastructure

Pier St Feature Site

• Is Council removing the Pier St feature site?
• • No. council is seeking feedback Council is seeking feedback on potential long term options for Pier St, such as a full street reopening (with or without parklets), seasonal closures, permanent extended footpaths, and permanent closure, and the Pier St precinct beyond the feature site.

Fixed Infrastructure

• What is the purpose of Draft Fixed Infrastructure Guidelines?

• Council is seeking feedback on proposed guidelines that will inform whether low risk fixed infrastructure (e.g., fixed screens, umbrella sockets and lighting.) is appropriate within outdoor dining areas located on the footpath.

• What criteria will Council use to assess Fixed Infrastructure applications?

• Draft considerations are outlined in the table below.

• What fees would businesses need to pay for Fixed Infrastructure?

• Council has not finalised Fixed Infrastructure fees. At this stage, fees would likely include an application fee, renewal fee and a make-good bond.

• I already have Fixed Infrastructure in front of my business, will I need to pay a fee under this Policy?

• The application process and fees have not been finalised. As part of this process, Council is considering what happens to Fixed Assets that have already been installed by businesses. Further consultation with businesses will be used to inform these processes.
