• A parklet is a footpath extension that provides more space for a different use
• Usually parklets are installed on parking lanes and use several parking spaces. Parklets typically extend out from the footpath at the level of the footpath to the width of the adjacent parking space.

Any business who intends to retain and install a parklet post 1 September 2023 must complete this EOI form.

Council will assess the EOI responses on a precinct-by-precinct basis taking into account key principles including:

• pedestrian safety (e.g. speed limit, intersection proximity, access, and visibility)
• transport network efficiency and impact (including precinct parking provision)
• demand, access/layout of parking bays, precinct traffic access, bike lanes, and public transport)
• urban design and amenity of the business precinct

With the transition from temporary infrastructure to a permanent model where businesses can choose the infrastructure they install the costs would vary widely depending on the level of finish and complexity to build but some costs would include:

• Design of the parklet
• Parklet material and construction
• On going cleansing and maintenance
• Public liability insurance

If the EOI is approved, applicants must:

• pay all associated fees from 1 September 2023
• provide proof of relevant public liability insurance
• obtain signed letters of support from nearby residents, neighbouring tenants, and the property owner of a parklet host site (if not an applicant)
• provide a drawn site plan that clearly shows the proposed parklet area, furniture items and nearby road/footpath assets
• provide a detailed design of the outdoor parklet from a structural engineer or parklet vendor
• Pay for the installation and maintenance of parklet infrastructure

Council is seeking feedback on proposed guidelines that will inform whether low risk fixed infrastructure (e.g., fixed screens, umbrella sockets and lighting.) is appropriate within outdoor dining areas located on the footpath.

Draft considerations are outlined in the table below.

Council has not finalised Fixed Infrastructure fees. At this stage, fees would likely include an application fee, renewal fee and a make-good bond.

The application process and fees have not been finalised. As part of this process, Council is considering what happens to Fixed Assets that have already been installed by businesses. Further consultation with businesses will be used to inform these processes.
