The diverse employment, public transport and proximity to the CBD make it an attractive place to live. The challenge is how to best maintain the ‘village’ character and diverse, affordable housing when strong population growth is projected next to a significant industrial area.
Summary of key issues and opportunities gathered to date
Council’s adopted Housing Strategy, Neighbourhood Character Study and New proposed Residential Zones will guide future housing and set out preferred neighbourhood character areas, allowable housing types and areas for increased density.
Challenges exist with the interface between residential and industrial zones given the unique character of the area. Existing industrial uses and associated buffers also limit potential for future dwellings in select locations towards the east of Spotswood. In addition, State Government controls restrict sensitive uses such as housing within proximity to the Port to protect their operations.
With a large industrial area to the eastern side of Hall Street that is considered regionally significant by the State Government, there is an established residential community also living within this industrial part of Spotswood that will remain. A future vision of the area must embrace this unique mix.
Several key development precincts are proposed or currently underway that will have a significant influence on housing supply in the local area include:
- Precinct 16 (East) – precinct with approval for 383 dwellings with 114 townhouses (2-3 storeys) and 269 apartments (up to 6 storeys). Construction not yet commenced.
- Precinct 16 (West) – proposed future residential precinct proposed to consist of up to 400 dwellings including townhouses (2-3 storeys) and apartments (up to 6 storeys).
- Precinct 17 – proposed future mixed use precinct for a mix of dwellings (apartments) and retail/commercial uses.
- McLister Street – mixed use Neighbourhood Activity Centre that is currently under construction and will deliver 334 apartments including 34 NDIS units as affordable housing contributions, residents facilities, a supermarket, bottle shop, medical centre/pharmacy, café and retail shops.

The following projects and initiatives should be considered due to their impact on housing:
New Residential Zones
- Council is applying New Residential Zones to the
entire city to meet state government requirements and ensure we meet the
housing needs of existing and future residents. These changes require an
amendment to the planning scheme called Amendment C131. Amendment C131 will be
on public exhibition from 11 November
to 23 December 2020.
